چکیده

The relative impact of model quality and ensemble deficiencies, on the performance of ensemble based probabilistic forecasts, is investigated from a set of idealized experiments. Data are generated according to a statistical model, the validation of which is achieved by comparing generated data to ECMWF ensemble forecasts and analyses. The performance of probabilistic forecasts is evaluated through the reliability and resolution terms of the Brier score. Results are as follows. (i) Resolution appears essentially attributable to the average level of forecast skill. (ii) The lack of reliability comes primarily from forecast bias, and to a lower extent from the ensemble being systematically under-dispersive (or over-dispersive). (iii) Forecast skill contributes very little to reliability in the absence of forecast bias, and this impact is entirely due to the finiteness of the ensemble population. (iv) In the presence of forecast bias, reducing forecast skill leads to improve the reliability. This unexpected feature comes from the fact that lower forecast skill leads to a larger ensemble spread, that compensates for the strong proportion of outliers consequent to forecast bias. (v) The lack of ensemble skill, i.e. non systematic errors affecting both ensemble mean and ensemble spread, contributes little, but significantly, to the lack of reliability and resolution.

Short-term probabilistic forecasts for Direct Normal Irradiance

A k-nearest neighbor (kNN) ensemble model has been developed to generate Probability Density Function (PDF) forecasts for intra-hour Direct Normal Irradiance (DNI). This probabilistic forecasting model, which uses diffuse irradiance measurements and cloud cover information as exogenous feature inputs, adaptively provides arbitrary PDF forecasts for different weather conditions. The proposed mod...

Postprocessing of Medium Range Hydrological Ensemble Forecasts Making Use of Reforecasts

A hydrological ensemble prediction system is running operationally at the Royal Meteorological Institute of Belgium (RMI) for ten catchments in the Meuse basin. It makes use of the conceptual semi-distributed hydrological model SCHEME and the European Centre for Medium Range Weather Forecasts (ECMWF) ensemble prediction system (ENS). An ensemble of 51 discharge forecasts is generated daily. We ...

NOTES AND CORRESPONDENCE Evaluating Probabilistic Forecasts Using Information Theory

The problem of assessing the quality of an operational forecasting system that produces probabilistic forecasts is addressed using information theory. A measure of the quality of the forecasting scheme, based on the amount of a data compression it allows, is outlined. This measure, called ignorance, is a logarithmic scoring rule that is a modified version of relative entropy and can be calculat...

Skill and relative economic value of medium-range hydrological ensemble predictions

A hydrological ensemble prediction system, integrating a water balance model with ensemble precipitation forecasts from the European Centre for Medium-Range Weather Forecasts (ECMWF) Ensemble Prediction System (EPS), is evaluated for two Belgian catchments using verification methods borrowed from meteorology. The skill of the probability forecast that the streamflow exceeds a given level is mea...

Comparison of Ensemble-MOS Methods Using GFS Reforecasts

Three recently proposed and promising methods for postprocessing ensemble forecasts based on their historical error characteristics (i.e., ensemble-model output statistics methods) are compared using a multidecadal reforecast dataset. Logistic regressions and nonhomogeneous Gaussian regressions are generally preferred for daily temperature, and for medium-range (6–10 and 8–14 day) temperature a...
